Doctor in Law in Spain with postgraduate degrees in the United States and France, he has dedicated himself to teaching. He has participated as a consultant and director of programs in several international and regional organizations such as United Nations, IFES, IDEA International, OAS, National Democratic Institute, IIDH / CAPEL and the Carter Center. He has published a large number of articles, essays and several books. He served as Magistrate of the Supreme Electoral Tribunal (1994-1999) and before as President of the Institute of Legal Studies of El Salvador IEJES (1990-1995).
He has published in the United States, Mexico, Spain, France, Chile, Haiti, the Dominican Republic, Central America and Panama.
